I have noticed similar behaviour, so no, it isn't you. Other than
normalising the volume, I can't suggest much. Radio 4 shouldn't exhibit
this problem too much, but Radio 3 is very difficult for me to hear, even
with normalisation. The reason, I'm guessing, why they do this is to allow
enough head room so you don't get clipping and distorted audio, but it does
make it harder to hear. The only other suggestion I have is to get some
better speakers. Basic computer speakers are fairly inexpensive, but they
by themselves won't eliminate the problem. Winamp has a normalisation
plugin which helps. Since you're using Audacity anyway, you could see if it
offers volume compression. That is to say there might be a way to compress
the volume levels to make them more audible rather than having such a wide
range.
