That's not true - groups can be Moderated such that all posts must be
approved by a Moderator before they even appear on the list.

I'm a Moderator on another Yahoo! group, and I just get an e-mail each
time someone posts a message. To approve the message, I just hit Reply
and Send, and only then does the message get sent to the group.

All new users are automatically set to Moderated. After they have
proved themselves to be fine, upstanding citizens, the moderation can
be lifted on a per-user basis.
