I used WinRAR to make ZIP files. It can make either RAR or ZIP compressed archive files.
If you have Windows XP or Vista you don't need any further software, they both open zip files as 'folders'.
 
I use WinRAR 3.71 which carries on working after the trial period - it just nags me to buy it every time it starts.
Several versions of WinZIP keep working after the trial period ends too.
Are either of these what you mean ?
