Hi.

Neither really.

It's a repeat of a show from the Radio 4 series "That Reminds Me" originally broadcast in 2000. The series features humourists talking about their life in front of an audience for 30 minutes. This one features Clement talking about things such as how he got elected as an MP, training as a chef in France, etc.

Clearly it was repeated because of Sir Clement's death so could potentially be called a "special". But equally clearly it predates his death by 8 years so clearly wasn't made with that in mind.
