Just to add my pennysworth. I worked as an audio restorer for years, software of choice being Sony's Soundforge. It's not free, but it converts the MP3 to it's own 64 bit format, you can work on that to a resolution of 1/10,000 of a second. Make accurate edits and modifications, and it then adjusts the MP3 to suit, also does upscaling to higher bit rates, with clipping correction and is really good for editing out clicks and clacks.

Also on the poor episodes from the 90's I've a lot of tapes, just never thought they were not around in good quality, will listen to whats around and compare and contrast.
